Brad Rogers
MCIP, RPP
Principal

Brad has 39 years of planning and land development consulting experience specializing in project management, civil engineering and strategic land use approvals.

Brad is the President of Groundswell Urban Planners which is a boutique Planning Consulting firm based in the City of Richmond Hill. Groundswell has provided real estate Planning Consulting to clients throughout the GTA and has been involved in over 300 land use planning projects since its inception in 2009.

Brad holds a Bachelor of Civil Technology (Transportation Option) from Ryerson University in Toronto and is a full member of the Canadian Institute of Planners (MCIP) as a Registered Professional Planner (RPP). Brad is considered by many to be a leading planning consultant with a wide variety of land use planning experience. His depth of experience in Ontario has primarily focused on real estate development, project management and strategic planning approvals for private sector clients.

His broad range of experience includes the preparation and processing of comprehensive development applications, Planning Justification Studies, Official Plan Amendments, Zoning Bylaw Amendments, Plan of Subdivision and Condominium Approvals, Strategic Land Acquisition Consulting, Public Consultation, Expert Evidence at the Ontario Municipal Board, Ontario Land Tribunal, Site Plan Approvals, and Minor Variances. His professional role is most frequently as project director of multi-disciplinary study teams reflecting varying levels of size and complexity for commercial, residential, recreational, golf course and institutional developments. With Planning and Design support from the Team, he has led the preparation, administration and processing of a number of varied development applications from strategic acquisition and due diligence through to final approvals. He is notably experienced in presenting development projects to Councils, Committees and Public Meetings.

Brad’s Community Service work includes representation on the Region of York Police Services Board from 2015 – 2017. Brad is currently the Chair of the Board for the York Police Asset Capital Corporation and Chair of the Board for the York Wellness Management Corporation. President and Past-President of the Board of Directors of the Lake Simcoe Conservation Foundation (LSCF) from 2011 – 2018. Co-Chair of the Connect Campaign to build a new Nature Centre for environmental education at the Scanlon Creek Conservation Area. In the last 30 years, Brad has assisted in raising millions of dollars for the Conservation Foundation and underprivileged children in Newmarket and East Gwillimbury.

Kerigan Kelly
MCIP, RPP
Senior Planner/Partner
Kerigan Kelly (BES, RPP, MCIP) is a Senior Planner and one of the founding Partners with nearly 20 years of experience in the planning and land development industry.  She has held various positions within the private sector, having worked on complex and challenging projects throughout the GTA and southern Ontario.
 

Kerigan brings her education in Planning and her strong Project Management abilities to Groundswell.  As Senior Planner, she provides ongoing support to clients on a day-to-day basis and is responsible for managing projects and project teams that typically involve multiple disciplines.

 
In addition to managing projects, she provides planning policy and development insight to her clients in order to facilitate the complex municipal approvals process.  She takes pride in helping landowners realize their properties’ potential while working to find a solution where everyone benefits.

Kerigan’s strong operational skills are applied to each project, ensuring that schedules and budgets are effectively managed.  Kerigan is qualified to provide expert evidence before the OLT (formerly OMB) and is a member of Lambda Alpha International (LAI).

Lucila Sandoval
MCIP, RPP
Senior Planner/Partner

Lucila received her Bachelors of Environmental Studies in Honours Planning from the University of Waterloo and is a Member of the Canadian Institute of Planners (MCIP) and a Registered Professional Planner (RPP). She manages a range of development projects with multi-disciplinary teams to obtain planning approvals such as Official Plan and Zoning By-law Amendments, Site Plan Applications and Committee of Adjustment Applications. In managing various development projects, Lucila works as a team player with various consultants, municipal staff and clients.

Lucila has experience with Planning Justification Reports and planning policy reviews to better understand the development opportunities of a project. She also works closely with the other Planners at Groundswell on the co-ordination of project activities, follow-ups and the day-to-day management of projects in order to achieve timely deliverables and submission preparations.

Heath Purtell-Sharp
MCIP, RPP
Senior Planner/Partner

Heath is a Senior Planner with a wide range of experience within the property and land development industry in both Victoria, Australia and Ontario, Canada. Heath holds a Honours Degree in Urban & Regional Planning from RMIT University (Aus). He has previously worked for a multidisciplinary consulting firm as a planner in metropolitan and regional Victoria (Aus).

Heath’s diverse experience in planning and development allows him to provide informed and educated planning considerations and advice. He is familiar with the practical applications of various Ontario provincial, regional and municipal by-laws and plans, allowing him to provide informed advice to achieve efficient and high-quality outcomes.

Heath is a member of the Canadian Institute of Planners (MCIP) and a Registered Professional Planner (RPP) of the Ontario Professional Planners Institute (OPPI). He possesses strong communication and analytical skills, and approaches work in a clear and logical manner.

Nour Bedas
MCIP, RPP
Senior Planner

Nour is a Registered Professional Planner (RPP) with experience in a multitude of roles – ranging from the municipal to the private sector – in the land development industry within the GTA and southern Ontario.

Her experience includes working with multi-disciplinary teams on a variety of development projects ranging in size and complexity in order to provide planning policy, development advice, and project management to obtain planning approvals.

Nour provides ongoing support to clients on a day-to-day basis and works closely with her team to meet objectives in a timely and efficient manner.

Office Administrator

Jen has been the Office Administrator at Groundswell Urban Planners since September 2017. Her main duties include managing the front reception, managing all administrative aspects of the company, and providing administrative and clerical support to the Partners, Planners and Technical staff of the office. Jen has over 15 years of customer service and office management experience.

Maggie Way
Planner

Maggie earned her Master’s Degree in Environmental Planning from York University and is working towards full membership with the Canadian Institute of Planners and becoming a Registered Professional Planner. Her previous work experience with community planning and environmental research NGOs, along with her background in Archaeology, has helped her gain a wide range of skills applicable to a variety of land use planning projects.

Maggie works closely with team members, clients, municipal staff, and consultants to research policy, facilitate timely deliverables, and provide project support.

Piraveina Raveendiran
Junior Planner

Piraveina Raveendiran is an Urban and Regional Planning graduate from Toronto Metropolitan University (formerly known as Ryerson). She has skills in interpreting planning legislations and has a solid understanding of the planning processes in Ontario. Her educational background and previous experiences within the public  and private sector have given her the skills necessary to exceed in her planning work at Groundswell. As the Junior Planning Administrator she works closely with team members to provide support on various project work.
